1. There are probably unions for various types of workers throughout the city, although we haven't named any, so you're welcome to NPC involvement with an entertainment-related one if you wish!

2. They're typically going to be given out as part of events or Affinity related activities, but if players are interested in acquiring them outside of that, such as through the black market, those can always be submitted as a player plot, etc.
